YOUR FORFEITED CAPITAL BRIEF

The October Edition | 2026 | Northeastern Pennsylvania
What the Federal Government Has Already Allocated to Your Business, How Far It Reaches, and What Happens When You Don't Claim It

This is a dated instrument. Every figure below was verified on October 11, 2026 against federal statute, Commonwealth of Pennsylvania program guidelines, agency publication, or primary research, read on the publisher's own site. Every dollar figure is printed beside the inputs that produce it, so your CPA can rerun it on your numbers. When the ground moves, a successor edition replaces this one. This edition is never revised. It succeeds the regional Edition One (August 2026) and the regional brief dated June 2026, both of which stand as written.

How Far the Doors Now Open

Start with what the law now allows a manufacturer to build. Not what it promises. What it allows.

The plant itself, expensed in its first year. Under Section 168(n), the production portion of a new or expanded manufacturing building can be deducted up to 100% in the year it goes into service, instead of over thirty-nine years. Construction has to begin after January 19, 2025 and no later than December 31, 2028, and the building has to be in service before January 1, 2031. Offices, sales space, and finished-goods storage do not qualify; the floor where the part gets made does, and so does raw-material storage in the same building. Change the use inside ten years and the deduction is recaptured. The election is irrevocable without IRS consent. If a separate family real-estate company owns the building and leases it to the operating company, ask your CPA how the ownership rules apply.

Equipment: $2.56 million under Section 179, and no cap above it. Section 179 expenses up to $2,560,000 of qualifying equipment and software in 2026. At a 30% effective rate, that is about $768,000 of tax pulled into Year 1. Above that limit, 100% bonus depreciation covers every qualifying dollar, with no cap, and under current law it has no sunset.

Research, deducted and credited. Domestic research spending is deductible in the year you pay it, under the new Section 174A. The research credit applies to the same work: 20% of qualified spending above a base amount, or 14% of spending above half your three-year average under the simplified method. The two interact, so your CPA either trims the deduction by the credit or elects a reduced credit.

Borrowing, sized for a growing manufacturer. SBA's combined limit across 7(a) and 504 loans doubled to $10,000,000 per borrower on July 4, 2026. Separately, a manufacturer can hold an unlimited number of 504 loans, one per distinct project, with SBA's share up to $5,500,000 each. MARC adds up to $5,000,000 of revolving working capital. The Made in America guarantee raises the federal share to 90%.

Non-dilutive capital, and your people with it. NSF's SBIR program funds Phase I research up to $305,000 with no equity taken. A $35.8 million federal apprenticeship fund pays registered apprenticeship sponsors $3,500 for each new manufacturing apprentice, until the fund is spent.

None of this is a forecast. Every line is a door that statute or an agency has already opened. Which ones fit your operation, and in what order, is a separate question, and it is the one that matters.

What a Typical Claim Looks Like

The doors above describe reach. Most manufacturers will not walk through all of them in one year, so this brief also states what a typical claim looks like, on stated inputs, for a qualifying $30M manufacturer in Luzerne or Lackawanna County.

The federal government has already made $750,000 to $2,000,000 and more available to a qualifying $30M manufacturer, in two kinds of money. On the stated inputs below, the tax value runs about $195,000 to $330,000, kept or pulled forward. Separately, SBA credit is open to you, and SBA's average loan to a small manufacturer has run about $740,000. Together that floor is about $935,000. The top of the range is set by the program limits above, not by a promise. A loan is access, not a gain, and this brief names the two separately every time.

This is an audit. Not a pitch for AI.

Ledger One: Capital You Keep

This money stays in your business. No repayment, no application to win, no grant committee. Each figure is computed on the inputs printed beside it; your CPA confirms what applies to your entity and your bracket.

Allocated ProgramOn These InputsBasis
Section 179 + 100% Bonus Depreciation$90K–$150K in Year 1$300K–$500K of qualifying equipment, hardware, and off-the-shelf software in an AI program, expensed in full, at a 30% effective rate. Services, subscriptions, and custom development do not qualify here; custom development falls under Section 174A. This lands in Year 1, pulled forward from the depreciation schedule. IRS Rev. Proc. 2025-32 ($2,560,000 limit for 2026); IRC §168(k) as amended, IRS Notice 2026-11 (100% bonus, permanent).
R&D Tax Credit (IRC §41)$75K–$150K a yearAbout $1.1M–$2.1M of qualified research spending held steady year to year, under the simplified method (14% of spending above half the three-year average). A dollar-for-dollar reduction of tax. It trims the Section 174A deduction or is taken at a reduced rate, so your CPA sets the net. Count custom AI development here, not in the Section 179 line. IRS Form 6765 and instructions.
Section 199A QBI DeductionAbout $30K a year$500,000 of qualified business income at the 20% deduction, at a 30% effective rate. Pass-through owners only. Above $403,500 of joint taxable income, a W-2 wage and property test applies, and your CPA runs it. Federal only. Pennsylvania does not conform, so this deduction does not reduce your PA Personal Income Tax. Pennsylvania's treatment of bonus depreciation also differs from federal; confirm the state side with your CPA. IRS Rev. Proc. 2025-32.

Ledger One: about $195,000 to $330,000. The Section 179 line is timing; the credit and the deduction are kept outright. Carry both facts into your next leadership meeting.

Ledger Two: Capital You Can Access

This is credit and non-dilutive funding. A loan is access, not a gain. What access buys you is the ability to move now instead of moving when cash allows.

Allocated ProgramAvailableBasis
MARC Loan, 7(a)Up to $5M revolvingIn SBA's words, its first-ever loan program dedicated to small manufacturers (NAICS 31–33). 85% federally guaranteed at or below $150K, 75% above. SBA's first round, in December 2025, went to four manufacturers in the entire country.
Made in America Loan Guarantee90% guaranteeRaises the federal guarantee for NAICS 31–33 to 90%, against the standard 75%, through the International Trade Loan program. Effective May 1, 2026; SBA has announced no end date.
Grocery Guarantee90% guaranteeRaises the federal guarantee to 90% for food-chain NAICS groups through the same International Trade Loan structure. Announced March 27, 2026 and live May 1, 2026. Your lender carries 10 cents of risk per dollar instead of 25. SBA reported 19 loans totaling more than $30M in the first month (SBA, June 3, 2026).
504 Loans for ManufacturersUp to $5.5M per projectSBA's share, per project. Manufacturers may take unlimited distinct projects; separately, the combined 7(a) and 504 cap rose to $10M on July 4, 2026. For loans approved through September 30, 2027, SBA charges manufacturers no upfront fee and no annual fee on 504 loans. SBA Information Notice 5000-881796.
SBIR / STTRNon-dilutive R&D capitalReauthorized April 13, 2026, through September 30, 2031. NSF Phase I runs up to $305,000. NSF requires an approved Project Pitch before a full proposal; the next deadline is November 4, 2026, and March 4, 2027 is the realistic target for a first-time applicant. Self-disqualification is the most expensive forfeit on this page.
Workforce FundsFederally subsidizedWorkforce boards may fund AI literacy training for eligible participants. DOL's $35.8M manufacturing apprenticeship fund pays sponsors $3,500 per new apprentice until it is spent.

The anchor for this ledger is SBA's own record. From January to September 2025, SBA made more than 3,500 loans to small manufacturers totaling $2.6 billion (SBA, September 30, 2025). That is about $740,000 per loan, on average. MARC's first four loans averaged $875,000. The ceiling is the program limits above.

If you move food, read the code list rather than the headline. The Grocery Guarantee is written by NAICS group, and several of them describe this region's cold chain and freight corridor directly: refrigerated warehousing and storage, specialized freight trucking both local and long distance, grocery and related product merchant wholesalers, and supermarkets and other grocery retailers. Eligibility for those groups opened May 1, 2026. Whether your operation clears the remaining conditions of the International Trade Loan structure is a question for your lender, and it is worth asking.

The Commonwealth Line: What Pennsylvania Adds

Every ledger above is federal. Pennsylvania runs its own manufacturing credit, and it belongs on this page because a regional audit that names only federal money is an incomplete audit.

Allocated ProgramAvailableBasis
PA Manufacturing Tax CreditUp to 5% of the payroll increaseCommonwealth credit against qualified Pennsylvania tax liability. The holder can offset up to 100% of liability; a buyer of the credit can offset up to 50%. 72 P.S. §8804-G. DCED awards up to $4,000,000 program-wide per fiscal year, first come, first served.

Read the condition before you read the credit. The Manufacturing Tax Credit pays only where annual taxable payroll rises by at least $1,000,000 above a base year, through the creation of new full-time jobs. The $50,000 minimum credit is 5% of that $1,000,000 threshold rather than an independent floor. And it carries a five-year maintenance requirement: a business that does not sustain the related operations for five years from its start date repays the credit under the program's terms.

That condition is why the credit sits beside the ledgers instead of inside them. This credit does not fund AI. It pays on the far side of it. When architecture moves machine-substitute labor off your people, the work that remains requires more human judgment than it did before, and headcount grows into higher-value roles rather than disappearing. Raising the Humanity™ is the name for that shift. It is the condition this credit was written to reward, and it is the opposite of what most manufacturers have been told to expect from AI.

It is not added to the typical claim above. Money that pays on a different condition never gets summed with money that does not.

What You Already Hold

Every door on this page funds the same thing: what your business already knows how to do, made faster, more exact, and harder to copy.

That is your Built Intelligence: everything your business knows that no competitor does. How it prices. How it makes the part right the first time. Who buys, why, and what keeps them. You paid for it in salaries, scrap, and lost bids. It is the key competitive advantage, and it is not something the business has. It is the business.

The federal capital on these pages co-funds the architecture that puts that intelligence to work on the equipment and the people you already have. Mid-market top performers move from pilot to full implementation in about 90 days, against nine months or more for enterprises. (MIT Project NANDA, 2025) Your size is not the obstacle. It is the advantage.

Ledger Three: Capital Already Moving, In the Wrong Direction

This ledger does not add to the other two. It is expressed as a rate, because it multiplies against your own operation.

The FindingWhat It Means Against Your Operation
Poor maintenance strategy reduces a plant's productive capacity by 5 to 20 percent. (Deloitte, 2017)Apply that band to your own capacity. That is a live forfeit, running today, before any AI decision.
Predictive maintenance cuts machine downtime 30 to 50 percent and extends equipment life 20 to 40 percent. (McKinsey, 2017)That is the recoverable share of it.
Roughly half of generative AI budgets flow to sales and marketing while higher-return back-office work stays underfunded. Manufacturers over-index on Operations. (MIT Project NANDA, 2025; a directional finding)The money is being spent. It is landing in the wrong place.

No dollar figure is stated here on purpose. Anyone who hands you a return calculated on their own equipment is selling you something. You own the multiplier.

The Forfeit Compounds. Here Is the Clock.

Unclaimed capital does not wait. The competitors claiming it now are building a cost structure you cannot match from a standing start, and widening it every quarter. The 42-year pattern has a name for what that gap becomes: the Catch-Up Penalty. It is the only line on this page that grows on its own.

The SignalWhat It Means for Your Forfeit
32% of U.S. firms with 100 to 249 employees use AI in a business function, and 37% of firms with 250 or more, against 19.8% nationally, across all industries. Adoption rose among firms above 20 employees and did not move below that line. (U.S. Census Bureau, BTOS, May 2026)You are not falling behind the country. You are falling behind your own size class.
$30 to $40 billion has flowed into enterprise generative AI, and 95% of organizations are getting zero return on it. (MIT Project NANDA, 2025)Capital is moving at scale, and most of it is moving without architecture.
Gartner forecasts that more than 40% of agentic AI projects will be canceled by the end of 2027, citing escalating costs, unclear business value, and inadequate risk controls. (Gartner forecast, June 2025)Deploying before you architect now carries a published failure forecast.

The Dates That Do Not Move

Three dates on this page are set by statute or by the agency, and none of them will announce itself.

DateWhat Closes
November 4, 2026The next NSF SBIR/STTR deadline, for firms already invited after a Project Pitch. The one after it is March 4, 2027.
September 30, 2027The end of the fee waiver on manufacturer 504 loans.
December 31, 2028The last day to begin construction on a building that qualifies for first-year expensing under Section 168(n).

And one date that was public all along. SBIR and STTR authority expired on September 30, 2025, as the statute provided, and Congress did not renew it in time. Agencies stopped new solicitations and most new awards for six months, until reauthorization on April 13, 2026. The date was printed in the law. Most businesses were not watching it. A deadline only protects the people who are watching it.

The Seat Beside Your Capital

In 2026, the market put serious money behind the seats that deploy AI. OpenAI launched a deployment company with more than $4 billion of initial investment. Anthropic formed an enterprise AI services company with Blackstone, Hellman & Friedman, and Goldman Sachs, built to serve mid-sized companies. Deployment capacity is arriving.

What is not arriving is the decision about what the capital is for. That decision sets the sequence everything else follows: which programs apply to your operation, in what order to claim them, and which capability goes first on the equipment and the people you already have. A deployment team executes a decision. It does not make yours.

Buying AI tools does not make that decision. It deepens the forfeit while feeling like progress. Only 5% of custom enterprise AI tools reach production. (MIT Project NANDA, 2025) The variable is not the tool. The variable is the architecture, and whoever connects the capital to the operation.

What to Test When Someone Offers to Fill It

This region has no shortage of capable firms, and many of them do excellent work inside their own discipline. The question is not who is good. The question is what this particular seat requires, because the seat is defined by what it connects rather than by what it installs.

Three capabilities have to sit in the same chair, at the same time, for the capital on these pages to be claimed in sequence.

The CapabilityThe Test
Manufacturing vertical depthCan they describe your constraint before you describe it? Your changeover, your scrap rate, your scheduling reality, the reason one veteran operator is the only person who hears the bearing go.
Federal and Commonwealth incentive fluencyAsk which SBA fees a manufacturer pays on a 504 loan approved this fiscal year, and why. Ask what happens to a Manufacturing Tax Credit in year four. If the answer arrives as a referral, the fluency is not in the room.
The architecture that connects themCan they sequence a claim so the tax mechanism, the credit facility, and the deployment land in an order that makes each one cost less than it would alone? Or does each arrive as its own proposal?

Run those three against whoever is sitting across from you, and run them against me. Any one alone produces a capable vendor. All three in one chair produce a claim sequence. The gap in this market is not a shortage of firms. It is that the three capabilities are sold separately, and capital sequenced by three different parties is capital sequenced by nobody.

Three Claims, In Order

Claim the tax capital first. Section 179, permanent bonus depreciation, the research deduction and credit, and the 199A deduction cut the net cost of an investment you were going to make anyway. No application. Your CPA files them.

Claim the program capital second. MARC, the Made in America guarantee, 504 projects without fees through September 2027, SBIR, and workforce funds are open to qualifying manufacturers in Luzerne and Lackawanna Counties, along with the Grocery Guarantee for food-chain operators. The Commonwealth's Manufacturing Tax Credit sits beside them. The referral channels exist. What has been missing is the sequence.

Claim the operational capital third. Predictive maintenance, demand forecasting, scheduling, and document automation deploy on existing staff and existing equipment, once the architecture decides where they go first.

What This Is Worth, and Who Does What

Every capability a business builds does one of two things. It grows durable EBITDA, or it expands the multiple that EBITDA is valued at. Built Value is those two multiplied together. There is no third lever, and the arithmetic runs the same way in reverse.

Federal capital claimed drops straight to the first lever. Architecture built with it moves the second. Federal capital forfeited moves both the other way, quietly, every quarter, with no invoice to tell you.

Your CPA structures the credit and files it. Your lender books the MARC or the 504 and works the guarantee. What neither of them does is decide what the capital is for. That is the seat this brief is about.
